Throughout this whole project we are developing the observation network; 
no where is it mentioned how we are going to present the data/display to 
emergency/traffic managers. I would imagine we would have to come up with 
that? If so what is the cost of software, internet, VHF, etc.

  Answer:
Your job is only to provide the best information and the best strategy
related to meteorology. How this information is communicated to emergency/
traffic managers is part of the mass communications majors' final project.
